About CERP
The Center for Economic Research in Pakistan (CERP) is a non-profit research center based in Lahore with the strategic objective of informing policy and practice by filling socio-economic research gaps in Pakistan using rigorous economic research tools. CERP also facilitates an environment where the international academic community both within and outside Pakistan can work with program implementers to answer research questions that matter, bringing together academic findings, policy advice, and focused debate.
Formally established in 2010 by economists at the Harvard Kennedy School, Princeton University, Pomona College and the Lahore University of Management Sciences, CERP is continually expanding in both size and scope. The organisation currently enjoys an inspirational roster of over 40 researchers working on numerous research projects in collaboration with the government of Pakistan and several international organisations. Partnerships with various government departments have included those with the Punjab Livestock Development Department, the Punjab Excise & Taxation Department and the Punjab Resource Management Program. CERP continues to partner with international organisations like Evidence for Policy Design at Harvard University, the Abdul Latif Jameel Poverty Action Lab, the Entrepreneurial Finance Lab, the Department for International Development and the World Bank on a variety of projects.
In addition to its core research activities, CERP's mandate has, since its inception, broadened to encompass national capacity-building as an objective. In 2011, CERP began delivering advanced technical trainings in Monitoring & Evaluation, Impact Evaluations and Performance Budgeting to researchers, policy makers and bureaucrats from all over Pakistan.
Job Description and Responsibilities
CERP is looking for an experienced Chief Financial Officer who will lead the financial management function within the organisation. Specifically, the CFO will have responsibility for:
  • Preparing accurate and timely financial reports to CERP's Board for internal management purposes
  • Preparing accurate and timely financial reports to donors, as required (including the management of donor audit processes)
  • Preparing CERP annual budget; also assist the CEO and Associate Director in drafting proposal budgets, and determining cost effectiveness of prospective service delivery.
  • Overseeing the management and coordination of all fiscal reporting activities for the CERP including organizational book keeping, revenue/expense and balance sheet reports, reports to funding agencies/donors, monitoring of organizational and contract/grant budgets.
  • Working with CERP's Project Coordinators to develop cash flow forecasts for projects (and budget revisions, as required).
  • Overseeing all purchasing and payroll activity for CERP.
  • Reviewing invoices and providing account codes, when appropriate, for proper project accounting.
  • Maintaining an adequate system of internal controls to safeguard assets of the CERP.
  • Ensuring compliance with accounting and tax regulations.
  • Ensuring compliance of grant management with donor rules and regulations.
  • Developing a clear written financial management policy.
  • Identifying and recommending cost saving initiatives for individual projects and the organisation at large.
  • Managing Board and subcommittee meetings; including being the lead staff on the Audit/Finance Committee.
  • Monitoring banking activities of CERP.
  • Other related duties as assigned.
Job Requirements
  • Degree in Accounting with CPA/ACCA/CA/ACMA or equivalent
  • Minimum 7 years financial management experience with extensive experience in best-practice financial management
  • Familiarity and experience with international donor regulations preferred
  • Financial analysis-long/med/short term financial planning
  • Proficient in MS Office suite, database management and an understanding of the role of IT in financial management
  • Fluency in English required, Urdu – preferred.

Research Pilot Manager-EFL
The Entrepreneurial Finance Lab (EFL) is a high growth, disruptive financial-services company that provides commercial banks, intergovernmental organizations and impact investors with technology that measures risk and potential among the un/under-banked. With humble roots as a research program at Harvard University's Center for International Development, EFL is experiencing exciting growth and development. EFL has partnered with several leading financial institutions across the developing world, and has a proven ability to significantly reduce defaults and unlock access to finance for large untapped portions of the micro, small and medium enterprise (MSME) market. In short, EFL helps banks lend to entrepreneurs in the developing world. EFL has successfully done a pilot in Pakistan and is now rolling out with a large commercial bank.
About the position:
The Research Pilot Manager will be responsible for managing EFL's day-to-day operations with EFL's Pakistani client and will be based in Karachi. The preferred start date is as soon as possible.
Primary responsibilities:
  • Manage implementation and integration of our EFL Application within our Pakistani partner
  • Train bank client staff on how to administer the EFL Application on loan applicants
  • Troubleshoot all areas, from lack of internet connectivity to creating documentation for basic processes
  • Perform branch audits and client phone calls, devise solutions to any implementation irregularities identified
  • Facilitate translations between English and Urdu, and provide edits on partner's translations
  • Provide regular reports to bank and EFL team
  • Use research techniques to ensure the integrity of the data collected and report on best practices to increase finance to the underbanked.
Candidate Profile:
  • Bachelor's degree (Master's degree preferred)
  • Knowledge of banking
  • Minimum 2-5 years work experience preferred
  • Fluency in English and ability to type Urdu
  • Strong excel skills
  • Experience working and living in Pakistan
